OnWARN Program

The Ontario Water/Wastewater Agency Response Network (OnWARN) is a program whereby municipal water and wastewater utilities help other municipal water and wastewater utilities in an emergency. The program is voluntary, established through a cooperative effort of Ontario municipalities, and allows members to draw upon other municipalities for assistance in the event of an emergency.

The OnWARN program does not require the declaration of a state of emergency, and allows municipalities and municipally-owned utilities to:

  • Utilize a single pre-established mutual aid agreement and protocols to access knowledgeable resources including personnel, materials, and equipment
  • Utilize a forum for establishing and maintaining water and wastewater emergency contacts
  • Facilitate training
  • Quickly respond to emergencies within their systems which are beyond their normal abilities
