Immediate Supervisor: Manager of Engineering
Secondary Supervisor: Director of Engineering and Planning Services
Purpose of position and profile
Reporting to the Manager of Engineering, the Administrative and Technical Assistant will
provide administrative and technical support for water, wastewater, stormwater, roadways, and
• Prepares correspondence (types, copies, circulates and files) associated with, but not limited
• circulation list;
• meetings;
• locate (utilities) requests;
• road closures;
• water shut-off notices;
• special event permits;
• salt orders.
• Responds to telephone calls and counter inquiries relating to the Engineering Section.
• Performs administrative and clerical duties for the Engineering Section and provides back-up
to others Sections within the Engineering and Planning Services Department.
• Communicates with Operations Staff via the two-way radio / cell phone.
• Maintains website information for the Engineering Section.
• Co-ordinates social media information for the Engineering and Planning Services Department.
• Prepares mapping as requested by Engineering Section team members.
• Consolidates, analyzes, and summarizes compliance data for management and operations.
• Assists with required compliance reports including Reg. 170/03 Annual and Summary Reports and
Certificate of Approval records.
• Assists in the development of recommendations and action plans to address compliance issues
identified by regulatory officials.
• Assists with the administration of the Drinking Water Quality Management System.
• Keeps up to date of emerging regulations, compliance issues, technical developments,
operational issues / concerns; acting as another resource on these issues.
• Maintains knowledge and skills by taking training and development through courses, seminars
and selected reading.
• Prepares report packages, and provides notice to the public.
• Assists with maintaining infrastructure records in City Works, ESRI and work order tracking of
roads, sidewalks, water supply systems, sanitary and storm sewer systems.
• Maintains department supplies inventory and completes supply order, as required.
• Communicates with the public regarding their comments / concerns for the sidewalk snow
clearing program and takes appropriate measures necessary to address public comments.

• Obtains and distributes training and related course information for Engineering Section staff
and makes necessary arrangements and reservations. Maintains database of overall record
of completed courses / hours for all water distribution and wastewater operators.
• Assists with maintenance of operator licensing and training program, related tracking systems
and maintenance of standard operating procedures.
• Organizes and maintains Engineering Section filing and records systems including ensuring
filing is in accordance with record retention policies as established by the Council and
Information Services Department.
• Compiles an on-call schedule.
• Organizes and schedules meetings.
• Maintains good quality customer service.
• Performs other related tasks or responsibilities as may be assigned.
Required knowledge and skills
Education and experience:
• A minimum of a post secondary certificate in business administration or environmental studies
along with 1 year of related experience in addition to an Ontario Secondary School Diploma.

Qualifications/work requirements:
• Knowledge of Ministry of Environment and Climate Change and other water related regulations,
legislation, guidelines, standards, procedures, inspections, including the Drinking Water
Quality Management System.
• Knowledge of and experience in database, spreadsheet and word processing software, in order to
gather and analyze program data and prepare reports.
• Excellent working knowledge of ESRI.
• Working knowledge of City Wide software.
• Superior written and oral communication skills in English.
• Good organizational skills.
• Attention to detail.
• Comprehension of general technical language, and aptitude for engineering related
• Courtesy and diplomacy in dealing with Council, general public, other agencies, and other
• Ability to work independently with little supervision.
• Valid Class G Drivers License, licensed to drive in Ontario, and use of a vehicle

Working conditions
• Regular office working hours of 9:00 a.m. to 5:00 p.m. (35 hours per week).
