POSITION SUMMARY: Under the general supervision of the Manager Compliance & Quality Control, the Chief Chemist is responsible for the administration, supervision, implementation and operations of the Laboratory & Technical Services Unit.


1. Ensures departmental Quality Assurance/Quality Control (QA/QC) policies and protocols, for all analytical programs, are maintained in accordance with the applicable Federal, Provincial, and industry standards.
2. Ensures the City’s Sewer Use Control By-law is in accordance with the applicable Provincial Legislation/Regulations. Compiles appropriate documentation and testifies in court, as required, for enforcement purposes.
3. Develops and implement the City’s Sewer Use Control Program, including supervision of industrial inspection, monitoring, and compliance, and surcharge activities.
4. Provides supervision and expert knowledge for laboratory facility operations including monitoring programs for the Division and recommends modifications of treatment processes (optimization) for Environmental Compliance Approval.
5. Participates in the initiation of expenditures, assists in identifying priorities, develops sectional budget and monitors expenditures for budget compliance.
6. Participates in any emergency response situation relating to spills to the sewer.
7. Provides the department with expert knowledge with respect to environmental programs and Legislation through liaison with Federal, Provincial, Educational, and Industrial agencies. This includes representing the Corporation through participation on steering, collaboration, and advisory committees relating to water and wastewater treatment initiatives.
8. Hires, trains, direct, carries out performance evaluations; disciplines; investigates compensation claims and accidents; approves vacations and leaves of absence; ensures health and safety compliance; terminates; and organizes the work force to carry out the functions of the Unit.
9. Provides such other related duties as may be assigned.


 Degree in chemistry or chemical engineering; and
 Minimum five years of related work experience in the field of water/wastewater treatment and QA/QC program operation
 Knowledge of and ability to interpret applicable municipal by-law, provincial legislation and related regulations

 Ability to communicate effectively and concisely, both orally and in writing Strong leadership skills including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and knowledge with others
 Must be capable of supervising the performance or precise, accurate chemical analysis on a wide range of environmental samples associated with the treatment of water and various industrial, leachate, and domestic wastewaters
 Must be at an intermediate skill level in word processing and spreadsheet software
 Must be competent within the meaning of the Occupational Health and Safety Act

ACCREDITATION: Must be eligible for registration as a professional member of the Association of the chemical Profession of Ontario (ACPO) or eligible for registration as a professional engineer

 Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
 Will be required to travel to various work locations and provide own transportation
