Position Purpose
Reporting to the Program Manager, Policy, Liaison and Regulatory Compliance, is responsible for providing strategic compliance support and advice to the Department on future regulatory trends or implications of policy direction; leads policy and program development initiatives, specifically to conducting policy, program and business reviews to develop process improvements; develops policy and program options and recommendations and provides strategic advice to optimize program performance; undertakes research and analysis to assess impacts of initiatives and development of strategies, policies, business process and the link to information technology needs; interpreting federal and provincial legislation and regulations, monitoring and assessing impact on Regional policies and practices; maintains awareness of new policy and program developments and trends; providing quantitative analysis, research and advice to assist branch and Departmental management in developing strategic policies/business processes and key areas for compliance program enhancements; researching, developing and analyzing innovative and strategic policies and programs; preparing environmental, industry and jurisdictional scans; developing cross-functional teams and linkages with branches and other departments to ensure that policies and programs align with Regional, Departmental, Provincial and Federal goals; preparing briefing notes, business cases, process improvements, policy proposals, technology projects scopes of work and committee reports.

$52.23 – $56.78 per hour. This is a Union position.

• Successful completion of a University Degree in Environmental Science, Information Technology, Applied Sciences, Business/Economics or related field or approved equivalent combination of education and experience.
• Minimum five (5) years’ experience in a municipal or provincial public program development sector with responsibilities in leading complex project initiatives and program/policy development.
• Demonstrated experience gathering, analyzing and documenting business and system requirements, workflows, business processes etc.
• Demonstrated effectiveness with conducting financial analysis and producing program evaluations to determine program effectiveness and policy implications.
• Demonstrated experience in writing and reviewing reports/studies, including ability to identify problems, research, analyze and interpret data.
• Demonstrated knowledge of the Department’s policies, services and initiatives.
• Knowledge of provincial legislative, regulatory and policy framework and ability to interpret and translate into policy and program options for the Department.
• Demonstrated knowledge of contemporary research and evaluation methods, including writing detailed reports, proposals and business cases.
• Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
• Demonstrated analytical skills and financial management to analyze, synthesize and develop policy/program options, interpret legislation and complex reports, and develop recommendations for a wide range of initiatives.
• Demonstrated project management, leadership, and presentation skills to develop cross-functional internal and external partnerships.
• Excellent communication skills to prepare reports, briefing notes, background materials and presentations for senior management.
• Excellent organizational skills to lead or support project teams and manage work processes and systems.
• Proficiency in MS Office software applications.
• Ability to travel to off-site locations in a timely and efficient manner, as required.
• Ability to work outside regular business hours, as required.
