The Water/Wastewater Services Division, Growth and Infrastructure Department of the City of Greater Sudbury, requires a Director of Water/Wastewater Services .  The successful candidate must possess the qualifications and perform the duties, as set out below.  The current range of pay for this position is $4,461.80 to $5,254.20 bi-weekly (subject to review).

 Qualifications:

EDUCATION AND TRAINING:

University degree in a related field from a recognized University with Canadian accreditation.

Certification at Level IV Water Treatment and Distribution and Wastewater Treatment and Collection, and maintenance thereof, as required by the Ontario Ministry of Environment Operator Certification Program considered an asset.

Additional related educational initiatives to update and expand competencies also considered an asset.

EXPERIENCE:

Minimum of six (6) years of directly related and responsible experience and training, including at least four (4) years demonstrated ability in a supervisory capacity.

OR

EDUCATION AND TRAINING:

College diploma in a related field from a recognized Community College with Canadian accreditation.

Certification at Level IV Water Treatment and Distribution and Wastewater Treatment and Collection, and maintenance thereof, as required by the Ontario Ministry of Environment Operator Certification Program considered an asset.

Additional related educational initiatives to update and expand competencies also considered an asset.

EXPERIENCE:

Minimum of eight (8) years of directly related and responsible experience and training, including at least six (6) years demonstrated ability in a supervisory capacity.

OTHER:

May require the use of a personal or CGS vehicle on CGS business.  Must be physically capable of operating a vehicle safely, possess a valid driver’s licence, have an acceptable driving record, and personal insurance coverage.

Main Function:  The position is responsible to the General Manager of Growth and Infrastructure for the complete leadership, management, direction and operation of the Water/Wastewater Services Division, in support of quality customer service outcomes and the Business Plan for the Division.  Act as Risk Management Official (ROMO) in relation to the implementation of the Greater Sudbury Drinking Water Source Protection Plan

  • Duties: Under the General Direction of the General Manager of Growth and Infrastructure
  1. Responsible for the preparation and execution of Business Plans covering all mandated services of the Water/Wastewater Services Division, in concert with the budgeting process.  The Plan will detail service goals, expected service/performance outputs, resource inputs required to achieve these outputs, and the performance measures used to assess the Division’s performance against the goals.
  2. Lead and direct the five (5) major sections of the Division, including Water Treatment, Wastewater Treatment, Stormwater Treatment, Staff Engineering and Compliance Sections.
  3. Act as CGS Risk Management Official (RMO) and implement the Greater Sudbury Drinking Water Source Protection Plan.
  4. Administer and negotiate Risk Management Plans (RMPs), Interim RMPs, and evaluate risk assessments to ensure that an activity does not pose a significant threat to municipal drinking water sources.
  5. Issue orders and notices, and cause ‘work to be done’ to mitigate significant threats to municipal drinking water sources by internal and external parties.

 

  1. Represent CGS at the Environmental Review Tribunal as directed
  2. Initiate engineering studies to ensure all treatment systems operate at optimal levels and utilize best available technology/practices for plant performance monitoring, energy efficiency, data collection and analysis.
  3. Provide direction and overall co-ordination of activities within the Water/Wastewater Services Division.
  • Manage all Divisional operations and preventative maintenance contracts, including coordination with other CGS services as required;
  • Manage the preparation of tender documents, tender, and approve the award of operational and preventative maintenance service and construction contracts;
  • Manage professional engineering, architects and contractors relating to Divisional matters;
  • Collaborate with other Growth and Infrastructure Divisions on the development or modification of CGS Standards and Policies, ensure all CGS Divisional standards and policies are current and timely. Initiate and recommend appropriate changes, deletions and new standards as necessary;
  • Research and investigate new methods and procedures and equipment related to all Divisional functions;
  • Ensure the execution of all Divisional programs;
  • Ensure the safe and efficient operation of all Divisional programs.
  1. Develop and implement the annual operating and capital budgets, and translate the budget and annual Business Plan into Divisional programs.  Allocate work programs to section heads.
  2. Manage the financial, human and Information Technology, Information Systems, Safety and Training resources of the Division in alignment with the department’s and CGS’s vision and values, and in accordance with the annual Business Plan.
  3. Represent CGS and provide liaison with internal and external stakeholders, including special purpose bodies engaged in/interested in Water/Wastewater/Stormwater Treatment, in support of the Business Plan.
  4. Act as technical support for the Growth and Infrastructure Department with local developers, engineers, architects and contractors on all projects regarding Water/Wastewater/Stormwater Treatment operational requirements.
  5. Act as media representative on divisional matters.
  6. Prepare reports and make presentations for Council, SMT, the Source Protection Authority (SPA) and public meetings.
  7. Act as an advisor to the General Manager of Growth and Infrastructure on matters of policy, program development, construction and operations of programs related to Water/Wastewater Services.
  8. Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
  9. Perform other related duties as required.
