Manager of Engineering Planning & Studies Reporting to the Director of Environmental Services, The
incumbent will:
– Develop an overall strategy for the provision of environmental services (water supply and
sanitary sewage) to meet the requirements of planned development without compromising the service
to existing users
– Develop and maintain a Region-wide Groundwater Management Plan and the Regional Wellhead
protection Program for the Municipal groundwater-based water supply systems
– Complete Environmental Assessments studies for water supply and sanitary sewerage infrastructure
in particular master plans and infiltration and inflow strategies
– Comment on development applications, Regional and Local Official Plan Amendments with respect to
the ability of existing and proposed water and sanitary sewer infrastructure to support the
– Monitor development activity and utilization of water supply and sanitary sewerage infrastructure
– Develop and maintain asset management inventory, condition, data analysis for the Region’s water
supply and sanitary sewer infrastructure
– Plan, prioritize and administer the responsibilities of the Engineering Planning &Studies
Division, which include a wide range of project types that may have large financial considerations
and long time-frames
– Represent and promote the Region of Durham
– Work in accordance with the provisions of applicable health and safety legislation and all
corporate/departmental policies and procedures related to occupational health and safety

The successful applicant will possess:

– A four year Bachelor’s Degree in Civil Engineering
– A Licence as a Professional Engineer (P.Eng) in the Province of Ontario
– Extensive work related experience in the planning and design of water and sewerage infrastructure
and increasing responsibilities in the supervision of staff
– Extensive working knowledge of Class Environmental Assessments, water treatment, protecting
groundwater resources, water distribution systems, sanitary sewage treatment and sewage collection
– Knowledge and understanding of Durham Region Act, Environmental Assessment Act, Safe Drinking
Water Act, Clean Water Act, Development Charges Act, Planning Act, Durham Region Water and Sewer
By-Laws, Hydraulics principles, Water and Sewer Treatment, Economic and Financial planning
– Experience working with Microsoft Office software (Word, Excel)
– Excellent verbal and written communication, supervisory, project management and organizational
skills as well as strong interpersonal skills with the ability to negotiate and mediate conflicts
– Class G Drivers Licence and the use of a vehicle

Formal training in supervising staff in a union environment and post graduate training in Public
Administration or Municipal Management would be considered an asset.

Management & Exempt Salary Grade 9
– Salary: $113,239 to $141,549 per annum
