Manager of Water/Wastewater Treatment

The Town is accepting applications for one (1) full time Manager of Water/Wastewater Treatment


Duties of the position include but are not limited to:


  • Provides leadership and supervision of facility staff by organizing, directing, and scheduling facility operations for the water treatment and wastewater treatment facilities;
  • Manage facility employees including performance evaluations, training and development, coaching, health and safety and other related supervisory functions
  • Review and recommend staffing requirements and participate in the hiring process, as required
  • Responsible for the preparation and monitoring of the annual operating budgets relating to water treatment and wastewater treatment. Provides recommendations to the Director on priorities for capital works investments
  • Responsible for providing updates to the corporate asset management plans along with associated policies
  • Responsible for the development and maintenance of operation and maintenance manuals and standard operating procedures
  • Researches and makes recommendations for new technologies and process enhancements aimed at increasing operational efficiencies
  • Responsible for the review and approval of documentation including: timesheets, invoices, operational reports, equipment records, etc.
  • Ensures the safety plan is administered in accordance with the Town of Smiths Falls Health and Safety Policy, WSIB regulations, and the Occupational Health and Safety Act
  • Undertakes expenditures in accordance with the municipal procurement by-law including preparing tenders, request for proposals for infrastructure works and relevant professional services
  • Manages consultants and independent contractors for construction, service contracts, engineering studies and environmental assessments related to water and wastewater treatment projects
  • Responsible to liaise with the Medical Officer of Health and the Ministry of Environment and Climate Change regarding abnormal situations and/or regulatory compliance matters
  • Performs the responsibilities of the position within the legislative and regulatory standards set out in all applicable provincial and municipal regulations, polices and bylaws
  • Supervises and inspects contractors working on municipal infrastructure
  • Responsible for oversight of logbooks and compliance records relating to all activities performed on the water and wastewater systems. Supports the operation of the Drinking Water Quality Management Standard.

Minimum qualifications:

  • A recognized post-secondary diploma in Environmental or Civil Technology or an acceptable and equivalent combination of education, certification, training and professional experience directly related to the water and wastewater treatment industry.
  • A minimum of 10 years of practical experience in the water and wastewater treatment field with at least 5 years’ experience managing publicly owned water and wastewater treatment systems;
  • Demonstrated experience in financial management including preparing, implementing and monitoring budget plans and procurement processes;
  • Certification and licensing in water and wastewater treatment to the levels of the treatment facilities would be considered an asset along with the ability to fulfill requirements of Overall Responsible Operator;
  • Demonstrated experience dealing with a Medical Officer of Health with MOECC officials;
  • Sound knowledge of the theories, principles, and practices relating to the operation, maintenance and administration of water and wastewater treatment processes and related equipment (mechanical, electrical and communications systems);
  • Sound knowledge and understanding of key legislation including the Environmental Protection Act, Clean Water Act, Safe Drinking Water Act, Ontario Water Resources Act, Occupational Health and Safety Act, Health Protection and Promotion Act, Federal Wastewater System Effluent Regulations and other related legislation;
  • Ability to make reasoned/critical decisions quickly and utilize sound judgment. The ability to respond to emergency situations after working hours will be a condition of employment;
  • Ability to work with elected and non-elected officials and staff at all levels
  • Superior customer service, interpersonal and conflict resolution skills combined with excellent written and oral communication skills;
  • Computer literacy in Microsoft Office Suite (Word, Excel, PowerPoint and Outlook) along with demonstrated experience with GIS, SCADA and other relevant software programs;
  • Joint Health and Safety Certified – Part 2;
  • Must possess certification in WHMIS, Basic First Aid and CPR;
  • Valid and satisfactory Police Records Check; and
  • Valid Ontario G Driver’s License at all times during employment.
