Primary Duties

As a Manager you will promote and advance the Mission and Vision of Utilities Kingston and the culture of the organization through its values. Implement expectations including performance metrics, provide direction, manage and mobilize resources for the delivery of water and wastewater system operational services. Ensure that the delivery of services are provided within the framework of approved policies, applicable standards and norms and where required provide guidance to staff. Communication skills are critical to presenting information, to influence and to gain collaboration where resources are needed to be marshalled.

1. The Manager, Water Wastewater System Operations is responsible for the maintenance and integrity of the water and wastewater underground infrastructure by ensuring the Water Wastewater system operational activities are compliant with all water & wastewater regulatory, legislative and Utilities Kingston standard operational requirements.
2. Ensures that maintenance, repairs and emergency responses are completed within the framework of approved policies, applicable standards and regulations.
3. Fosters engagement, a positive work environment and ensure transparency and consistency in dealing with staff.
4. Educates and guides staff to improve productivity, effectiveness of resources and the implementation of innovative ideas or approaches to operational activities.
5. Ensures appropriate resources are acquired and deployed to support operational work activities.
6. Ensures all required regulatory reporting and documentation is completed, that proper staffing levels are being maintained, that Standard Operating Procedures are current and reflect best practices, provides operational support & feed back to the engineering and treatment teams, develop & maintain relationships with contractors.
7. Contributes to developing and enabling strategic operational plans regarding the proactive management of infrastructure assets in conjunction with operational and capital budget development and monitoring and report on progress.
8. Your demonstrated management leadership in the delivery of operational services will have been illustrated through your ability to positively engage staff, foster a positive work environment, ensure transparency and improve efficiency and effectiveness while ensuring excellent service to our customers.
9. Direct and provide technical assistant to staff as it relates to the operation and maintenance of the distribution and collection systems.
10. Coach and develop supervisory staff to ensure day to day operations are completed efficiently and safely.
11. Ensure a prompt and appropriate response to adverse water quality condition(s) in the water distribution system and customer complaints.
12. Participate in the recruitment and retention of staff, collaborate to establish standards of performance and evaluate annual performance and individual developmental requirements
13. Monitor team performance and provide feedback in a consistent manner.
14. Develop and maintain relationships with various City of Kingston stakeholders.
15. Manage projects and evaluate/implement new methods that may have a positive impact on results.
16. Support the development of staff by coordinating and supporting the required training and providing ongoing performance feedback.

Education, Certification and Other Qualifications Required

Skills and Abilities:

• Intermediate MS Office skills
• Advanced communication skills both written and verbal
• Advanced ability to research and evaluate new methods
• Advanced ability to plan, organize, prioritize and delegate work

Knowledge:

• Advanced knowledge of water distribution systems and the connection with treatment systems
• Advanced knowledge of wastewater collection systems and the connection with treatment systems
• Advanced knowledge of maintenance and repair methodologies for water and wastewater systems
• Intermediate knowledge of relevant Ministry of Environment regulations
• Advanced knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements

Experience:

• Completion of a college diploma or trades certification/license and a member in good standing of an applicable professional association, completion of an undergraduate/graduate degree is considered an asset
• 4-6 years operational experience preferably in Water distribution and/or Wastewater collection utility environment. Other demonstrated, related, experience may be considered.
• 2-5 years’ supervisory experience. Other demonstrated, related, experience may be considered.
• Class G drivers’ license
