POSITION SUMMARY: Under the general supervision of the Director, and a member of the Divisional Management Team, the Plant Superintendent is responsible for managing the human and financial resources of the Water Treatment Plant and Stations Section (through section supervisors); overseeing the operation and maintenance activities of the water treatment facility and pumping stations, reservoirs, designated small water systems, and storm water pumping stations; providing technical expertise for water treatment process technologies; and overseeing the management of large projects and contracts within the Section.

1. Participates as a member of the Environment Division management team by providing input into Divisional organizational and operational reviews, human resource management, budget issues, technical matters and major issues management. Also participates by providing input into the identification and development of Divisional policies, strategic initiatives, projects, and priorities.

1. Directs the supervision, operation, maintenance, and administration of the Plant, associated pumping stations and reservoirs and storm water pumping stations in routine and emergency situations.
2. Assesses Section staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
3. Supervises Section staff including staff development, performance management/review, coaching/mentoring, health and
safety, collective agreement administration, discipline and termination decisions.
4. Sets priorities for asset renewal and oversees the management capital contracts within the Sections through co-ordination with
consultants, other divisions and management.
5. Liaises with and responds to inquiries from internal divisions/departments, other municipalities and levels of
government/agencies, consultants, contractors, regulatory agencies and the general public; maintains appropriate media
relations on issues relating to the Plant.
6. Develops annual operating and capital budgets for the Section; including the preparation of the capital budget; develops
sectional operational budgets, prepares variance reports and monitors expenses for budget compliance.
7. Ensures that plans, procedures, standards, safety precautions and rules are put in place and staff work in compliance with all
related Provincial, Federal and Corporate regulations, requirements and policies.
8. Arranges for insurance, equipment, procedures and controls to be in place to protect the Municipality from civil liabilities.
9. Prepares and verifies record keeping, drawings and reporting requirements are maintained in compliance with all related
regulations, requirements and policies.
10. Promotes and oversees the development of work practices, training programs and staff involvement, to ensure worker safety,
efficiency, employee development, and fair working conditions.
11. Monitors professional and technical staff training and development needs to ensure qualifications, technical skills and
knowledge of related legislation/regulation remain current.
12. Conducts risk assessments on facility operations and infrastructure and implements risk reduction strategies.
13. Designated as Overall Responsible Operator for the Water Treatment System and participates in the on-call duties in
accordance with the Water Treatment Plant and distribution system emergency response protocols.
14. Participates on committees and cross-functional teams as appropriate; participates with other sections/departments and
municipalities for the overall development of best practices.
15. Performs other duties as may be assigned.

 Degree in civil, mechanical, chemical or environmental engineering and registration as a professional engineer in Ontario,
together with eight years of progressively responsible administrative, supervisory and management experience in the
operation and maintenance of municipal infrastructure, including the operation of large water treatment and distribution
systems or other large industrial facilities; or
 Bachelor of Science degree or a diploma in engineering technology, together with ten years of progressively responsible
administrative, supervisory, and management experience in the operation and maintenance of municipal infrastructure,
including the operation of large water treatment and distribution systems or other large industrial facilities. Must also have
demonstrated experience as an Overall Responsible Operator in a Class III facility or higher.
 Demonstrated knowledge of the various components of human resource and budget management.
 Must have experience in the operation of SCADA (Supervisory Control and Data Acquisition) systems.
 Knowledge of and ability to interpret applicable municipal by-laws, provincial legislation and related regulations.

 Ability to communicate effectively and concisely, both orally and in writing.
 Ability to establish and maintain effective working relationships with superiors, subordinates, co-workers, members of City
Council, private and public officials, contractors, consultants, developers and the general public.
 Ability to identify, understand and meet/exceed the requirements of internal and external customers.
 Strong project/time management, analytical/critical thinking, problem-solving, and decision-making skills.
 Ability to improve Sectional effectiveness and efficiency
 Strong leadership skills, including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and
knowledge with others.
 Proven conflict management abilities and mediation skills.
 Ability to prepare operating and capital budgets for the section.
 Proficiency with office computer equipment and software, including MS Word, Excel and PowerPoint.
 Ability to create an environment of continuous improvement and learning.
 Competent within the meaning of the Occupational Health and Safety Act
 Experience with SAP and maintenance management systems

 Must possess and maintain a Class III certificate for water treatment facilities and a Class IV certificate for water distribution
systems within six months of hire.
 Must undergo a successful police records check, Type 1
