Salary
$117,209 to $137,867 annually

Position Purpose
Reporting to Director, Infrastructure Asset Management is responsible for the development, implementation and monitoring of the multiyear Water and Wastewater Servicing Master Plan with department staff and working groups to maintain the financial plan, capital growth plan; supports Corporate functions including the Regional Official Plan, Budget and Development Charges Bylaw updates; oversees the application of hydraulic and asset management models in the development of the Master Plan and other supporting documentation.

Major Responsibilities
• Act as the Region’s lead for the delivery of water and wastewater servicing Master Plan Project.
• Manages large, sensitive and complex project in accordance with the Municipal Class Environmental Assessments Act and Regional Official Plan needs.
• Prepare detailed estimates of project costs and assist with project forecasts and reports.
• Participate in branch planning and strategic initiatives for service improvements.
• Participate in the development and maintenance of procedures, guidelines and templates.
• Assists with the preparation of the 10-year capital plan.
• Manages staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
• Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies.
• Conform to quality control and quality assurance program for project management services.
• Lead teams in the development and maintenance of procedures, guidelines and templates.
• Maintain working relationships with stakeholders including public, Council, developers, consultants, contractors, suppliers, other municipalities and Region staff.
• Pro-actively develop relationships with stakeholders including the consultant industry which is vital to ensure quality cost effective professional consultant services are received.
• Act as Departmental or Branch representative in Corporate, Departmental or Branch management initiatives
• Performs other duties as assigned to meet Departmental goals and program/service objectives.

Qualifications
• Successful completion of a University Degree in Civil, Environmental Engineering from an accredited university.
• Must be registered as a Professional Engineer (P. Eng) with the Professional Engineers Ontario.
• Minimum seven (7) years’ experience (inclusive of EIT experience) in the planning, design, construction and operation of water and/or wastewater facilities, with demonstrated commitment to design quality and process as well complex project management experience; demonstrated minimum of three (3) years of direct supervisory experience.
• Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
• Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management, leadership and accountability, and flexibility/adaptability.
