Senior Project Manager, Capital & Technical Services

Permanent, full-time leadership opportunity with Hamilton Water in Hamilton, ON

This is an exciting role for an Electrical, Mechanical or Civil Engineer, an Engineering Technologist or a similarly qualified professional who can set above-average standards and lead by example, acting as a mentor to Plant Maintenance & Technical Services (PMATS) staff. Reporting to the Manager of Plant Maintenance & Technical Services (PMATS), you’ll be accountable for the overall development, management and coordination of small capital, facility/process improvement projects as well as facility, grounds and maintenance service contracts, in support of the City’s water and wastewater treatment facilities and associated outstations. This will include developing and managing all related budgets, as well as managing, and reporting on, contractor activities.

More specifically, as a Senior Project Manager, Capital & Technical Services, you’ll coordinate, and report on, Technical Services group services, financial, administrative and staff performance against established benchmarks, and implement strategies to improve effectiveness and efficiency within the Section. Using a “best practices” approach, you’ll develop and deliver quality, customer-focused services in a timely, cost-effective manner, while ensuring that contracts and projects are delivered in accordance with legislative requirements, and City and Provincial policies and guidelines.

In this collaborative position, you’ll lead, and participate in, multi-disciplinary teams on behalf of PMATS, and work closely with our Asset Management and Large Capital delivery teams to ensure the effective use of resources through good communication and collaboration. We will also count on you to research, and participate in, PMATS planning and development of strategic initiatives and the capital budget.

Your qualifications as a Senior Project Manager, Capital & Technical Services, include:

  • Proven knowledge of applicable theories, design principles, best practices and trends pertaining to project delivery in water and wastewater normally acquired by attaining an accredited Engineering degree at a recognized university or a diploma from an accredited community college program in Engineering Technology, or Electrical, Mechanical or Civil Engineering.
  • Proven knowledge, experience and proficiency in project management of upgrades for complex Water/Wastewater treatment facilities.
  • Demonstrated knowledge in areas of Industrial Plant, Facility, SCADA and Security Systems, an asset.
  • Previous project management experience related to implementing projects, including preparation of contract specifications, tender documentation/award, project administration, management of consultants/contractors and enforcement of relevant standards.
  • Previous demonstrated experience leading, managing and supervising staff in a predominantly unionized environment.
  • Proven highly developed ability to articulate a vision, and to lead and inspire others.
  • Membership in the Ontario Association of Certified Engineering Technicians and Technologists or registration as a Professional Engineer in the Province of Ontario, preferred.
  • Demonstrated experience with performance measurement and continuous improvement processes in a municipal environment, preferred.
  • Self-motivation and ability to work independently and as part of a team.
  • Excellent skills in planning, organizing and implementing projects.
  • Demonstrated financial management skills and experience, including the development, management, implementation and monitoring of budgets.
  • Thorough knowledge and understanding of statutes, regulations and by-laws affecting construction projects and service contracts on a water & wastewater distribution, collection and treatment system (e.g. including, but not limited to, the Environmental Protection Act, Municipal Act, and Occupational Health & Safety Act).
  • Highly effective leadership, facilitation, communication, presentation, conceptual problem-solving, interpersonal and organizational skills, with the ability to multi-task and adapt quickly to change.
  • Demonstrated record of performance, diplomacy, technical competence, customer focus, innovation/creativity, team advocacy, staff delegation and empowerment, and commitment to excellence.
  • Demonstrated experience and ability to lead, or participate in, cross-functional teams, foster cooperative, collaborative working relationships and take multi-partner projects to successful completion.
  • Demonstrated ability to effectively manage a multi-disciplinary staff in a results-oriented and predominantly unionized environment.
  • Knowledge of the collective bargaining process.
  • Working knowledge of Microsoft Office and MS Project.
  • Knowledge of, and/or experience with, SharePoint, SCADA, and CMMS, an asset.
  • Excellent written and verbal communication skills and a demonstrated ability to convey issues and concepts in a convincing manner.
  • Excellent public relations, report-writing and presentation skills and a demonstrated ability to lead, and participate on, diverse teams.
  • Proven ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.
  • Demonstrated ability to maintain confidentiality, and exercise good judgment and discretion in dealing with politically sensitive and labour relations matters.

This permanent, full-time position offers a wage range of $53.927 to $63.073 per hour (based on a 35-hour work week schedule).
