Job Description

Reporting to the Manager, Enterprise Work Management System, Toronto Water, the incumbent responsible for application services will provide direction, leadership and guidance to a team of specialized staff in the management of a number of Toronto Water divisional application and integration systems for business enablement and technology improvement. The incumbent will provide specialized technical and business consulting skills and services to meet Toronto Water’s specific business needs.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program-specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff, including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests.
  • Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides business and technical solutions to meet business requirements through planning, requirements gathering, analysis, design, implementation and integration of hardware and software.
  • Ensures reliable system performance through future planning, replacement, upgrade and/or maintenance of hardware and software (i.e. upgrades and patches to IBM MAXIMO) (e.g. looks at integrations with other shared service solutions such as SAP).
  • Prevents unauthorized access to client information through implementing and auditing tools and multi-level security policies.
  • Provides applications support by designing and building solutions, developing coding and/or reports; and deployment of application tools and databases either independently or in cooperation with other SMEs.
  • Ensures information resources are available and accessible by developing regular maintenance schedules and requirements, backup and disaster recovery plans.
  • Provides support for procurement, which includes, but is not limited to, the preparation and supervision of various formal contractual documents: business cases, requests for information, proposals, and quotations; agreements; statement of work; memorandum of understanding; and service level agreements.
  • Leads project teams to determine requirements. Supervises project team members involved in requirements analysis, design, development and implementation.
  • Works in areas such as information structures, database schemas, network and security, technology standards and information policies. Leverages existing standards, or creates and maintains standards that support ITM technologies as needed.
  • Develops and communicates corporate application, database and other IT standards and techniques to support divisional systems.
  • Provides specialized technical expertise, including system and database administration, to facilitate the design, implementation and maintenance of data.
  • Develops IT application development policies and procedures, and guidelines and architectural standards for software development and tools.
  • Monitors new developing technology standards, trends, and technologies to provide assessments and recommendations that may be applicable to Toronto Water in its efforts to keep current and to maintain a highly effective operational capability; the focus of this monitoring is on the effective use, possible acquisition, and subsequent integration of these new items into the Toronto Water (or City) framework.
  • Plans multi-level, on-site and remote support of applications, LAN/WAN, servers and/or workstations for users.
  • Develops and administers data security guidelines in accordance with Corporate and Provincial standards to ensure security and privacy of client information.
  • Provides consulting services to clients for the planning of necessary applications, data definitions and information access to meet business needs.
  • Identifies, develops, or participates in cross-divisional initiatives to help realize synergies and economies of scale.
  • Assesses and recommends scalable, multi-functional business and technical solutions that meet client and business requirements within the context of corporate and divisional standards, policies and procedures for information, and industrial technologies and architectures. This includes determining requirements, conducting research and evaluations, and obtaining the necessary approvals and signoffs.
  • Analyzes patterns and trends in operating problems to identify and address user issues. Develops recommendations to address problems.
  • Ensures all IT activities are compliant with corporate guidelines and standards.

Key Qualifications:

  1. University degree in computer science or a related discipline with extensive development and sustainment experience in large scale IT solutions or the approved equivalent combination of education and/or experience.
  2. Experience implementing integrated work management solutions, for example, SAP ERP, Infor Hansen, Invensys Avantis, IBM Maximo, or another works management system that serve the areas of public infrastructure asset management such as roadways, bridges, waterworks, facilities and permits, including web, geospatial and mobile technology.
  3. Considerable experience supervising IT staff/contractors and coaching staff, as well as appraising work outcomes and quality accurately and fairly as input to the manager.
  4. Considerable project management experience leading all stages, with emphasis on financials, estimating resources, RFI/P/Q/R, contracts and specific successful project deliveries according to an established methodology.
  5. Considerable project management experience in all stages of complex information management projects, with emphasis on business requirements definition, risk management, scope and quality management, integration management, estimating resources and critical path identification in a large, diverse computing environment. PMP designation will be considered an asset.
  6. Demonstrated experience in preparing and presenting project documents (e.g. implementation plans, business case, feasibility study, project charters, SOW, WBS, budget submission and RFI/Q/P), status report and variance explanation for projects or work packages, and performing industry and market research, comparative studies, gap analysis, and return on investment analysis.
  7. Demonstrated experience leading project teams and analysis experience in a large, diverse business/IT environment. (For example, the candidate should have considerable experience in keeping key stakeholders from specific subject areas informed of project progress and developments).
  8. Demonstrated experience in planning and implementing IT business solutions.
  9. Demonstrated experience in the evaluation and recommendation of new technology for introduction into a complex technical environment.
  10. Experience in supervising contracted resources, reporting work assignment progress against budget and assessing performance on a project basis.
  11. Proven experience in utilizing project management systems and tools for planning and implementing complex projects and/or packages.
  12. Demonstrated experience in handling complete life cycles of application developments.
  13. Demonstrated experience in and knowledge of current and emerging information management concepts/technologies, including Web services, enterprise application integration, information engineering, object oriented techniques, business/data modeling and relational management technology.
  14. Considerable experience in historical data conversion and retrieval, data modeling and database design.
  15. Extensive and demonstrated experience in analysis, design, development, implementation, customization and deployment of large scale business application systems.
  16. Extensive and demonstrated working knowledge of webMethods middleware, SAP Business Object business intelligence, data warehouse and other integration and data-mining tools.
  17. Demonstrated experience and proficiency in software applications, including, but not limited to: Windows XP, MS Office, GroupWise, MS Visio, and MS Project.
  1. Possession of a valid Ontario Class “G” Driver’s Licence and access to a motor vehicle.
