The Opportunity

The Water Operations Branch is part of the Operations Department of the Infrastructure and Growth Management Division. The branch’s key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment and distribution systems. The Ground Water Supply Section is responsible for the operation of the City’s Water Distribution and Supply Sub-system, which includes the operation of ground water wells, booster pumping stations, below ground and above ground reservoirs.

The Senior Water Works Operator position assists in the daily operational and maintenance activities of the Class IV Water Distribution and Supply Subsystem to ensure the delivery of a continuous potable drinking water supply for the City of Barrie residents and citizens.  Specifically, this position inspects, repairs, installs, maintains, and troubleshoots mechanical equipment and treatment systems, as well as monitors, controls and responds to alarms using a Supervisory Control and Data Acquisition System (SCADA). Additionally, this position acts as the Operator In Charge (OIC) and Overall Responsible Operator (ORO) on a rotational basis. Further, this position performs regulatory tasks such as water sampling and testing; checking records to ensure data collection and the drinking water system operations and maintenance is compliant with drinking water acts and regulations, the Occupational Health and Safety Act, branch and corporate policies and procedures, and conforms to the Drinking Water Quality Management Standard (DWQMS).  Overall, this position is responsible for protecting the municipal drinking water system from contamination. This is a critical function in ensuring the safety of the potable water supply to the City of Barrie residents and visitors.

Education (degree/diploma/certifications)      

  • Two (2) year College Diploma, Mechanical Engineering Technician, Electrical Engineering, Environmental Engineering Technology or related discipline
  • Class IV Certificate in Water Distribution and Supply and or Class IV Certificate in Water Treatment from the Ministry of Environment and Climate Change (MOECC)
  • Certified Cross Connection Control Specialist from the Ontario Water Works Association
  • (OWWA)
  • Gas Chlorination Certificate obtained within three (3) month of hire.


  • Five (5) years of operating and maintenance experience in a Class IV Water Distribution and Supply Subsystem including:
    • Two (2) years’ experience as an Operator-in Charge (OIC)


  • Thorough knowledge of all of the applicable legislation, including but not limited to the following, as it relates to a Class II Distribution System and a Class IV Water Distribution and Supply Subsystem:
    • Safe Drinking Water Act, 2002
      • O. Reg. 169/03, Ontario Drinking Water Quality Standards
      • O. Reg. 170/03, Drinking Water Systems
      • O. Reg. 128/04, Certification of Drinking Water System Operators and Water Quality Analysts
      • Drinking Water Works Permits
      • Municipal Drinking Water Licences
      • Procedure for Disinfection of Drinking Water in Ontario
    • Ontario Drinking Water Quality Management Standards (DWQMS)
    • Ontario Water Resources Act
      • O. Reg. 225/14, Water Taking
    • Permit to Take Water
      • Ontario Occupational Health and Safety Act
      • American Water Works Association (AWWA) Standards
    • Thorough knowledge of requirements under the Electrical Safety Authority (ESA) as they relate
    • to a Class IV Water Distribution and Supply Subsystem
    • Demonstrated ability to:
      • maintain a high standard of public relations at all times
      • interact effectively and courteously with all levels of staff and contacts in a political and community/client service environment
      • interpret and apply policies and procedures and use reason and judgment to develop conclusions or solutions to problems
      • enter, transcribe, record, store, and maintain information in written or electronic form
      • work under pressure to meet deadlines or peak period workloads
    • Intermediate organizational, record-keeping, and communication (written and oral) skills
    • Intermediate computer literacy utilizing Microsoft Office (Excel, Outlook, PowerPoint, Word), Internet Explorer, SCADA (iFIX), and Computerized Maintenance Management Systems (CMMS)
    • Availability to work outside of schedule work hours to perform standby, overtime, or emergency response duties

Conditions of Employment

  • Medical documentation to confirm medically fit to wear a respirator
  • Valid Ontario Class “G” Driver’s Licence in good standing
  • Satisfactory Criminal Record Check

Other Important Information

Location: Surface Water Treatment Plant, 20 Royal Parkside Drive, Barrie, Ontario
Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and a 2019 pay range:
 Pay Level: Level 8
 Yearly Salary: $76,850.84 to $92,104.67 per year
 Hourly Pay Rate: $36.95 to $44.28 per hour
