Representing the Region of Peel with a high degree of political acuity, you will liaise and cohesively collaborate with internal and external stakeholders to administer and lead Peel’s Municipal Drinking Water Licensing program and Quality Management System (QMS)

With strong knowledge of Municipal Water and Wastewater systems, you will develop and implement continual improvement initiatives in support of all drinking water and wastewater programs and service improvement projects. With the use of strong facilitation and organizational skills, you will coordinate and facilitate workshops and outreach programs to effectively deliver key messaging as required.


  • Responsible for the administration of Peel’s Municipal Drinking Water Licensing Program; provide support and assistance to the Water and Wastewater Divisions Capital Works and Operations on issues such as quality and regulatory compliance, and drinking water system certification and licensing, Ministry of the Environment and Climate Change (MOECC) Permits and Approvals
  • Responsible for the administration, maintenance and coordination of key elements of the QMS, inclusive of Operational Plans, Document and Records Management/Control, Risk Assessment, Emergency Response Plans, Management Reviews, Internal and External Audits
  • Ensuring awareness of current and anticipation of pending legislation impacting Peel’s water and wastewater operations and QMS and providing guidance to key stakeholders (Water, Wastewater SCADA, Peel Health) through the development of communication and outreach programs
  • Liaise with external agencies including MOECC, Ministry of Health, Operating Authorities (OCWA) and Accreditation Body in all matters of Peel’s QMS program
  • Responsible for developing and directing the mandated internal QMS audit program and coordinating external QMS audits with accreditation authorities, and auditees as applicable
  • Assist in developing comprehensive compliance strategies to ensure the ongoing compliance with applicable legislation, provide support in the development and implementation of the drinking water program continuous improvement initiatives, including frameworks to monitor QMS compliance, assessment of Peel’s QMS and licensing programs, identifying process deficiencies and opportunities
  • Review and undertake process adjustments to ensure continual improvement of quality controls including document/record management, licensing and approval, administration of compliance data base to ensure data integrity
  • Build methods to assist staff in the review, revision and development of Standard Operating Procedures, Protocols and Performance Standards related to the operation of Peel’s drinking water systems
  • Coordinate and facilitate education programs in support of Peel’s Quality Management System including providing guidance to internal and external clients
  • Organize and lead program status meetings and performance review workshops, including Management Reviews
  • Provide direction, guidance and technical support on various water quality projects and programs stemming from regulatory and/or program changes
  • Responding to enquiries and preparing Council reports, memos, summaries and communication reports
  • Rotate an on-call duty to respond to adverse water quality incidents, treatment process events and water quality concerns, as needed


  • Degree in environmental science or applied science (Bachelor of Science) combined with five (5) years of experience in the municipal water and wastewater industry, development, implementation and maintenance of quality management systems and/or QMS auditor certification or project management experience
  • Ontario Certificate of Competency as a Water Quality Analyst or Water Treatment/Distribution Operator (or required to obtain certification within one year of hire)
  • Working knowledge of municipal water systems, demonstrated knowledge and understanding of the MOECC regulations pertaining to Safe Drinking Water Act and Ontario Water Resources Act, DWQMS, municipal water approval process, and other applicable legislation water policies and standards
  • Strong organizational, planning and time management skills with ability to multitask and prioritize workload effectively
  • Excellent communication (verbal and written) and effective presentation and public relation skills with ability to deal effectively and courteously with regional, provincial and federal officials, other government agencies, the public and staff
  • Strong research and exceptional investigative and problem solving skills with ability to work independently and as part of a team
  • Proficient computer skills utilizing MS Office
  • Access to own transportation and valid Class “G” licence in good standing

Location: 10 Peel Centre Drive, Brampton, ON

Hours: Regular Full-Time, Monday to Friday 8:30am-4:30pm 35 hours/week
