The Role…..

Reporting to the Supervisor of Wastewater Collection, you would be responsible for the supervision of the CCTV Program including the direct supervision of the Region of Peel’s CCTV field crews as well as the CCTV office staff.  Directly responsible for all CCTV related operational, planning, and capital projects, including operating cost centers, and the budgeting. Also responsible for reporting CCTV and infiltration and inflow (I/I) Regional programs and maintaining direct working relationships with Water & Wastewater Program Planning, Water Capital, Wastewater Capital, Transportation Capital, Engineering and Development, Inspections, Water and Wastewater Operations and Roads Operations.


  • Oversee the quality of the CCTV program and coordinating the operational activities of the program to achieve the goals of the program.
  • Responsible for planning, resourcing, supervising and delivering an effective and efficient CCTV Program and I/I program support activities
  • Single point of contact for all clients for the CCTV Program and following up with clients to close the loop
  • Select, supervise, evaluate, discipline and if necessary, terminate staff
  • Coach, motivate, mentor and empower CCTV staff
  • Responsible to identify areas of continuous improvement and lead process review, documentation and optimization efforts
  • Reviewing/approving time sheets
  • Supervise CCTV / Maintenance contracts
  • Responsible to complete the annual Operating and Capital budgets related to the CCTV Program
  • Liaise with Wastewater Operations Forepersons and Roads Operations to address any identified linear infrastructure problems (both Storm and Sanitary)
  • Supervise all CCTV related software and data including updates to Granite and Hansen
  • Ensure completion of all data transfers and ensures HANSEN / GIS is accurate and up to date with infrastructure changes (spot repairs, lining, capital projects, etc.)
  • Prepare, analyze and optimize performance metrics (e.g. CCTV Dashboard) on a monthly basis
  • Perform and document regular site safety audits
  • May participate on the Region’s Joint Health and Safety Committee


  • Successful completion of a degree / diploma in Environmental Science, Civil Engineering, or Environmental Engineering with a CET designation
  • Level 2 MOECC (Ministry of the Environment and Climate Change) Certification in Wastewater Collection and Level 2 MOECC Certification in Water Distribution
  • Minimum of 5 years’ experience in inspection and assessment of wastewater infrastructure and operational or construction experience in Wastewater Collection Systems, or an equivalent combination of education and experience will also be considered
  • Leadership qualities to build and maintain a strong team to ensure high standards of quality service
  • Specialized knowledge in construction methodology, costing, budget preparation and sewer design
  • Familiarity with GIS systems
  • Certified in PACP, MACP and LACP sanitary sewer inspection coding systems
  • Specialized knowledge of CCTV equipment, reporting and operational practices, and trenchless technologies
  • Training in Confined Space, Book 7 – Traffic Control, familiar with Region of Peel’s health and safety requirements for outside work
  • Knowledge of technology systems, databases and ability to create ad hoc reports, excel spreadsheets to enable data analysis. Familiar with computer programs including Excel, Word, Outlook, HANSEN and Granite
  • Detail oriented with ability to analyze and interpret data
  • Effective organizational and administrative skills with the ability to multi-task
  • Class G license in good standing

Communication skills, verbal and written, to liaise with a variety of individuals at various levels and to represent the Region at meetings (if requested)

  • Information analysis skills to evaluate and integrate analyses, which come from multiple sources (business and technical) in order to provide quality control on CCTV work
  • Effective and efficient Project Management / Contract Management skills
  • Sound knowledge of wastewater systems and maintenance of related material and equipment

Hours of Work: Regular Full-Time, 35 hours a week
