The Corporation of the City Of Brantford requires a Water Compliance Technician for its Water Operations Division – Compliance Section. Reporting to the Coordinator, Water Compliance the Compliance Technician will be required to:

  • Enforce the City of Brantford’s Backflow Preventer Bylaw (chapter 649) by inspecting backflow prevention assemblies, scheduling site visits, reviewing cross connection survey forms and maintenance test reports and issuing fines.
  • Schedule and perform lead testing and inspections of lead water services as part of the City’s Lead Reduction Plan (LRP).
  • Carry out inspections, monitoring, and enforcement activities pertaining to significant drinking water threats as per the City’s Source Water Protection Plan.
  • Conduct sampling and testing for regulatory compliance and process control in the water treatment process and water distribution system.
  • Prepare compliance documents, and maintain detailed records and databases of related activities.
  • Participate in an on call rotation for Water Compliance.

Qualifications:

  • Two (2) year College Diploma in Chemical, Environmental or Civil Engineering Technician/Technologist or an equivalent related discipline.
  • A valid Water Quality Analyst (WQA) or Operator in Training (OIT) certificate in Water Treatment or Water Distribution Completion of the MOECC’s Property Entry/RMO/RMI training course would be considered an asset.
  • Preference will be given to those applicants that have at least one year experience in the Water Utility Industry.
  • The successful applicant must have or willing to possess a Backflow Prevention Tester certificate withinB3 months of employment.
  • Working knowledge of bylaws, standards, legislation, regulations, or requirements, including but not limited to the following as it relates to a Class IV Water Treatment & a Class III Water Distribution System:

– City of Brantford Backflow Prevention Bylaw – Chapter 649

– Canadian Standard Association (CSA) – B64.10-17/B64.10.1-17 – Selection and installation of backflow preventers / Maintenance and field testing of backflow preventers

– Safe Drinking Water Act, 2002;

– Part IV of the Clean Water Act, 2006;

– Reg. 170/03, Drinking Water System;

– Reg. 169/03, Ontario Drinking Water Quality Standards;

– Reg. 128/04, Certification of Drinking Water System Operators and Water Quality Analysts;

– MOECC Procedure for Disinfection of Drinking Water in Ontario;

– MOECC Watermain Disinfection Procedure.

  • Working knowledge of Drinking Water Quality Management Standard (DWQMS), Municipal Drinking Water Licences (MDWL) Drinking Water Works Permits (DWWP), Permit to Take Water (PTTW).
  • Identify problems, develop and evaluate options and implement solutions utilizing reason, judgment, and prescribed resources.
  • Interpret and analyze data, identify challenges or opportunities, and make recommendations.
  • Interpret and apply policies and procedures and use reason and judgment to develop conclusions or solutions to problems.
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management and accountability, and flexibility/adaptability.
  • Establishes and maintains effective working relationships and public relations with various government and non-government agencies, property owners, and consultants.
  • Intermediate time management, organizational, record-keeping, written communication, interpersonal, verbal communication, analytical, problem-solving and leadership skills.
  • Ability to interpret engineering drawings, construction plans, blue prints, as-built drawings, block maps and documents of both internal and external agencies.
  • Computer literacy utilizing Microsoft Office Suite (Excel, Outlook, PowerPoint, and Word), Geographical Information Systems (GIS), SCADA (iFIX), Microsoft Sharepoint and the Internet. Knowledge of the software Amanda would be considered an asset.
  • Exert effort to lift, push, pull, or carry objects for short periods of time.
  • Bend, crouch, and kneel as well as a combination of sitting, standing and walking.
  • Valid Ontario Class “G” Driver’s Licence in good standing.

Wage Range: $31.57 to $35.08 per hour (based on 35 hour week) with benefits
