Responsible for the supervision of all water distribution, wastewater collection systems, storm
lateral and locates, Capital Water infrastructure inspection, operations, maintenance and storeroom
operations. This position will supervise the Water Distribution – Wastewater Collection System
Operators and ensure compliance with all applicable regulations, policies and procedures.
Responsible for the operation and maintenance activities related to Small Drinking Water Systems
and Water Treatment systems located at the municipalities Airport under O. Reg 319/04.

• Two (2) year post-secondary trade courses/college diploma or equivalent education and
experience i.e. Grade 12 diploma with training in municipal potable water systems.
• Class III Water Distribution System License.
• Class II Waste Water Collection System License.
• Three years’ experience working in a municipal water/wastewater distribution and collection
• Knowledge of MOECC rules and regulations with respect to potable water and sanitary sewers
(O.Reg 170, 128, 129, 319).
• Forklift Operator Certification
• Water meter installer license.
• Certified DWQMS Auditor
• Knowledge of construction and maintenance of underground water distribution and waste water
collection systems, water lines, hydrants, valves as well as utility service, installation and
• Ability to operate and maintain utility related equipment and vehicles (backhoe).
• Completion of confined space training.
• Class G drivers’ licence.
• Trenching and digging safety course.
• Ability to work with staff and contractors.
• Ability to multi task.
• Ability to deal with difficult customers
• Ability to problem solve, motivate, coach, train and supervise seasonal staff.
• CPR/First Aid.

• Day to day representative for the Drinking Water Quality Management System (DWQMS)
accreditation mandates and is responsible for maintaining annual requirements.
• Maintains the MOECC status of Overall Responsible Operator (ORO) for the operation of the
Tillsonburg Water Distribution System and Tillsonburg Wastewater Collection System.

• Provides input into policies, bylaws and regulations set by the Town and assists in
recommending standards, design, safety, training, personnel requirements and enforces all policies
and procedures.
• Assists in the formulation of manuals, procedures and training to ensure compliance with all
established procedures and laws.
• Monitors stock and coordinates purchases with Purchasing Department.
• Assists in recommending good maintenance of rolling stock and equipment.
• Ensure staff keep equipment cleaned, stocked and in good working order
• Assists Manager of Water-Wastewater in drafting and reviewing hazard assessments and reviewing
with specific staff in order to implement procedures.
• Performs oversight of the Small Drinking Water System at the Town airport.
• Liaises with contractors, local businesses and the public, less frequently with County
representatives, Public Health, Emergency Services, MOECC, training facilities and water works
• Supervises and coordinates direct reports including preparation and assigning of daily tasks
and completion of timesheets
• Arranges and tracks attendance at any training course, workshop, conference, convention, etc.,
for all staff assigned.
• Responsible for organizing and completing maintenance of Water distribution system and
Wastewater collection system as per Town standards and Industry Best practices.
• Supervises or schedules inspections for the installation of Water related infrastructure on
capital projects.
• Inspects and performs preventative maintenance for water infrastructure Wastewater
Infrastructure laterals and makes repairs.
• Inspects sanitary and storm laterals and water service connections for newly constructed
• Inspects the installation of water mains and services while working with outside contractors
to ensure compliance with Town/County design criteria and MOECC regulations through proper testing,
disinfection and connections to existing distribution system.
• Locates Watermains, Water services, Sanitary and Storm sewers and other utility lines in
compliance with Ontario’s Underground Infrastructure Notification Systems Act and Town policies.
Provides information to Town Engineering Department on mapping errors and changes.
• Responsible for organizing and coordinating maintenance activities with the Town’s Fleet
Services Department.
• Operates a variety of equipment
• Uses all corresponding programs and regulations in the area of water conservation.
• Participates in the reconnection of meter services, takes meter readings and installs water
meters and ERT’s on consumer premises.
• Assists in developing capital and operating budget preparation including five year forecast.

• Required to take water distribution samples within MOECC standards and transport to accredited

employment status, training, etc.
• Inputs day to day activities, job specific information and job safety analysis into various
computer programs.
• Performs, maintains and keeps documentation on all testing equipment.
• Prepares monthly water reports detailing job status for Manager as required.
• Maintains daily logs and records with detailed information for annual MOECC and DWQMS Audits
and inspections.
• Ensures operating procedures and workplace safety regulations are followed to comply with the
Occupational Health and Safety Act.
• Acts as a customer solutions provider (provides accurate, timely solutions to customer
questions, concerns or complaints, followed by communication and/or documentation).
• Adheres to all policies and procedures for the Town.
• Responds to after-hours emergency calls.
• Performs other duties as assigned by Manager
